Kentucky’s largest state contract with Passport is the subject of a scathing state audit that points to lavish spending on consultants, travel, and meals, and a large cash reserve. But the audit reveals no criminal wrongdoing.
Luallen says auditors found that as Passport Health Plan’s excess revenues grew, so did questionable spending on travel, gifts, lobbying and salaries.
