Heating assistance for low-income Louisvillians is available beginning Monday.
Residents who need help paying their utility bills can apply for one-time grants of up to $210 from the Community Action Partnership.
The money comes from a $1.5 million federal grant and is available until either December 16th or until the funds run out.
“There will be another phase of LIHEAP called the crisis phase [next year] and we’re still waiting to hear what the funding looks like for that phase,” says CAP spokeswoman Debbie Belt.
Money for the crisis phase hasn’t yet been appropriated, but Belt expects it to be lower than it has in recent years.
“Well, like all federal money, there’s just a lot of programs in need right now. Our economy is pulling money in many directions. We just have to wait until congress decides how to allocate.”

For the subsidy phase of LIHEAP, residents can apply regardless of the status of their utility bills and need to bring the following documents when scheduling an appointment:
1. Picture ID
2. Most recent heating bill
Verification from landlord, stating heating expenses are included in rent
Starting Nov. 7, appointments will be issued at all three CAP offices weekdays 8 a.m. – 5 p.m. based on appointment availability. Upon registering for an appointment, residents will receive an appointment slip verifying the appointment date, time and location. LIHEAP applications will be completed at the time of the appointment and the assistance received is a one-time benefit, paid to the heating vendor. All offices will be closed Nov. 8, Nov. 24 and Nov. 25 and no appointments will be issued on Fridays at the East Office.

Applicants must be Jefferson County residents with a household income at or below 130% of the federal poverty guidelines and willing to provide the following documentation at the time of their appointment:
• Picture ID for head of household
• Proof of all household income for the preceding month (food stamp award letter, Social Security award letter, pay stubs, etc.). All individuals 18 or over in the household with no income – and who do not receive food stamps — must have a Proof of No Income form completed prior to applying for benefits (Available at the CAP office at 810 Barret or at www.louisvilleky.gov/cap.)
•Social Security card(s) or official documentation with social security numbers or Permanent Resident Card Numbers for everyone living in the household.
• Most recent heating bill or verification from landlord that heating expenses are included in the rent (i.e. lease agreements).
Individuals who are unable to apply for this program in person may send a representative on their behalf with a note including the applicant’s signature and phone number. Residents who are homebound — which means a medical professional can verify they are confined to the home — and who are unable to send a representative, may call 574-1274.
